Jericho’s professionals are experts in biology, ecology, regulatory permitting, and planning, with specialties in California’s various deserts, forests, and riparian habitats. We thoroughly understand the regulatory issues associated with impacts and management of sensitive biological resources.

Shay Lawrey, President

Ms. Lawrey obtained her MS in Biology from Occidental College 1997 with an emphasis in genetics and evolutionary biology. With her two decades of experience in natural resource management, special status species survey, regulatory permitting, compliance documentation, and construction monitoring, she has excellent knowledge of State and federal natural resources laws and compliance documentation. She federally permitted to survey for southwestern willow flycatcher and San Bernardino kangaroo rat.  

Shay has proven experience and long-term relationships with key staff at involved public agencies which she regularly interfaces with, including the Bureau of Land Management (BLM), US Forest Service (USFS), Federal Highway Administration ( FHWA),US Army Corps of Engineers (Corps), Federal Aviation Administration (FAA), US Fish and Wildlife Service (USFWS), California Fish and Wildlife (CDFW), State Water Resources Board (SWB), and Regional Water Quality Control Board (RWQCB).

Ms. Lawrey is an experienced planning and environmental professional, working extensively in the public sector and for local government in California. She is well versed in planning, land use, and environmental compliance in California. Her strengths are in CEQA and NEPA compliance. 

Prior to forming Jericho Systems, Inc, in 2012, she had served as the Lead Biologist at a leading environmental consulting firm in San Bernardino County, an Ecologist and Senior Planner for the County of San Bernardino Department of Public Works – Flood Control District, a Biologist at the County of San Bernardino Museum of Natural History, a Lead Condor Biologist at the Ventana Wilderness Society in Big Sur, and the Assistant Curator of the Moore Laboratory of Zoology in Los Angeles. 


Meet the Jericho Systems Team

Our staff includes ecologists, terrestrial wildlife biologists and botanists as well as experienced ornithologists, bat biologists and wildlife biologists who have conducted numerous biological inventories and monitoring programs focused on documenting the distribution and abundance of avian and mammal species.

Serdar Seyhun

Director, Project Management

With 20+ years of experience as a Project Manager, Mr. Seyhun is an expert at leading cross-functional teams and delivering projects. His core belief is leading by example to inspire success in others, which translates into effective leadership. .  Prior to joining Jericho as our Director PM of business operations, Serdar served as highly skilled, customer-centric, senior professional who is an expert in identifying critical paths for each project.

Nancy Ferguson

Project Manager – CEQA/NEPA

Ms. Ferguson has 30 years of experience in land use planning and environmental impact analysis in California and has prepared CEQA and NEPA documents for a variety of projects including mixed-use specific plans, general plan updates and amendments, residential subdivisions, commercial/retail centers, surface mine reclamation plans, and public works projects.

Julie Gilbert

Project Manager – CEQA/NEPA/Permitting

Mrs. Gilbert has been an environmental planner and project manager since 1991 with special expertise in CEQA, NEPA, regulatory compliance, communication/ facilitation for resolution of environmental issues, and public image management.  She acts as a resource person in working with clients, governmental agencies, the community, and decision-makers in finding solutions to complex problems.

Mr. Lawrey is a Jericho’s GIS Lead.  He also has experience in general biological field studies, natural resource evaluation, and construction monitoring on a variety of projects in various sensitive habitats since 2000.

Christian Nordal

Field Biologist, Construction Monitor

Mr. Nordal  is a field biologist with an emphasis in on bat ecology, construction monitoring for environmental compliance with a variety of permits and regulations.  Mr. Nordal also has authored and taught numerous worker environmental awareness programs (WEAP).

Brian Karpman

Avian Speciality Biologist, Construction Monitor

Mr. Karpman has over 16 years of experience in wildlife surveys, construction monitoring, cowbird trapping, and vegetation mapping. He has conducted numerous surveys for threatened and endangered wildlife and sensitive bird species including the California gnatcatcher, and the least Bell’s vireo. He has also assisted in the preparation and implementation of mitigation plans, habitat revegetation and restoration plans.
